Ho Chi Minh City Department of Transport has just sent a report to the City People’s Committee on the investment and operation of passenger ports on Nha Be and Saigon rivers. In this document, the Department of Transport of Ho Chi Minh City said that currently, a company is implementing the project of Mui Den Do Park (District 7), including an international passenger pier, and a company is implementing the project of Nha Rong – Khanh Hoi complex in District 4, including Nha Rong – Khanh Hoi wharf.
On September 22, 2017, the feasibility study report for the construction of an international passenger wharf, Mui Den Do park, said that the international passenger wharf area (also known as the international marina) Mui Den Red has a scale of 600 m in length, 22 m in width, 2.8 m in height. The wharf structure is calculated to ensure the reception of passenger ships with a tonnage of up to 100,000 GT, with a land use area of 2 hectares. Total investment is more than VND 842 billion, invested by enterprise capital.
In addition, according to the Plan 3546 dated June 8, 2017 of the People’s Committee of Ho Chi Minh City on the development of water tourism products in HCMC in the period of 2017-2020, the international passenger pier at Mui Den park area Red is oriented to develop sea tourists.
Commenting on these two yacht port projects, the Ho Chi Minh City Department of Transport said that the biggest difficulty is that the whole project of Mui Den Do Park (including the marina) and the attached urban area must be make reports and submit them to the Prime Minister for approval of investment in construction of project technical infrastructure. For Saigon – Khanh Hoi port area, with a total length of 1,800 m, it is considered as a wharf with favorable conditions to serve the operation of domestic passenger ships, restaurant ships and international passenger ships. .
Currently, Saigon port of Saigon Port Joint Stock Company has moved the entire system of equipment and cranes on the port to Saigon – Hiep Phuoc port (Nha Be district), only operating for ships. Bulk cargo carrier has a crane on board and exploits a part of 500 m of wharf to serve cruise ships and tourist restaurant ships only.
Also according to the Department of Transport of Ho Chi Minh City, the Saigon – Khanh Hoi port area has a solid reinforced concrete wharf, which is convenient for the operation of the above-mentioned ships. The port area has a convenient location, close to the city center area, making it easy for passengers to travel by road to the central area (District 1, District 3, …) which is very convenient with time. short. Specifically, the conclusion clearly states: “It is allowed to retain and continue planning 1,800 m of wharf in the Saigon – Khanh Hoi area for international passenger ships, restaurant ships and watercraft for tourism, creating favorable conditions for the development of waterway tourism routes”.
However, this project must report to the Prime Minister on the implementation of the relocation of Saigon port by the units under Decision 46/2010/QD-TTg. In particular, the report submitted to the Prime Minister for approval to continue implementing the change of land use purpose at the location of Nha Rong – Khanh Hoi port (the old Saigon port) to implement the project. Therefore, up to now, investment units have not been able to carry out construction in these two areas, affecting the exploitation of domestic and international tourists at the port.
On the basis of the above analysis, and at the same time, in order to quickly promote these two yacht port projects, the Department of Transport of Ho Chi Minh City has proposed to the City People’s Committee to assign the City Department of Natural Resources and Environment urgently. assume the prime responsibility for, and coordinate with relevant departments, agencies and units in reporting, advising and submitting to the People’s Committee of Ho Chi Minh City for comments on the content of the draft dispatch to report to the Prime Minister after implementation. Currently surveying the implementation of the relocation of Saigon port of the units.
When the Nha Rong – Khanh Hoi complex project is approved by the Prime Minister, it will continue to change the land use purpose to implement the project.
For the project of Mui Den Do yacht port, the Ho Chi Minh City Department of Transport has proposed to the People’s Committee of Ho Chi Minh City to consider, report and submit to the Prime Minister for consideration and approval of infrastructure construction investment.
